Building a biobank network in developing countries is essential to foster genomic research and precision medicine for patients’ benefit. However, there are serious barriers to establishing biobanks in low-income and middle-income countries (LMICs), including Ukraine. Here, we outline key barriers and essential milestones for the successful expansion of biobanks, genomic research and personalised medicine in Ukraine, drawing from the experience of other LMICs. A lack of legal and ethical governance in conjunction with limited awareness about biobanking and community distrust are (...) the principal threats to establishing biobanks. The experiences of LMICs suggest that Ukraine urgently needs national guidelines covering ethical and legal aspects of biospecimen-related research. National guidelines must be consistent with international ethical recommendations for safeguarding participants’ rights, welfare and privacy. Oksana Sulaieva, MD, PhD is supported by the Loyola University Chicago–Ukrainian Catholic University Bioethics Fellowship Program, funded by the National Institutes of Health Fogarty International Center (D43TW011506).After 500 days of the unjust war initiated by the Russians, we look back to reflect on the challenges our medical laboratory faced during these early (...) days. On the morning of February 24th, we were awakened by the dreadful roar of sirens, the sound of which filled us with adrenaline and anxiety. Although our team had considered the risks of Russian military aggression and thus updated our emergency plan at the beginning of 2022, the first day of the war revealed that nobody was truly ready for the bombing, air alarms, tanks on the streets of towns and cities, violence and murders of civilians. That morning the city’s transportation system collapsed, and the flow of cars cluttered all the roads as people were trying to leave the city and escape the upcoming atrocities and death. Serious and disquieted people hurried along the streets—some people rushed to shelters, and others went to the military registration and enlistment offices to fight against Russian aggressors for the life, independence, and sovereignty of Ukraine.We hurried to work, committed to performing our duties. Our medical laboratory serves more than 750 hospitals in Ukraine. Despite fear and uncertainty, we walked to the lab, taking our children and alarm case1 with documents and essential things. Months later, people asked us why we went to the laboratory instead of leaving the city or even the country. At that moment, our [End Page 155] professional duties were an anchor linking us to each other against fear and panic. Our responsibility to provide patients and physicians with the results of blood testing, pathology, and molecular reports outweighed our fears of the war. We had to complete the testing of all the samples delivered to the laboratory to provide our customers—who include children, pregnant women, diabetic and cancer patients—with data essential for identifying accurate diagnoses and effective treatments. So we spent the first days of the war in the laboratory. At the same time, we had obligations and responsibilities to our staff as well. We had to consider how to manage our employees’ protection along with continuous laboratory services provided under endless air alarms and bombings. Many healthcare facilities in eastern regions and around Kyiv were affected by missiles or completely destroyed. Of our sixty laboratory offices around Ukraine, ten were damaged or abandoned due to occupation. Several of our fleet cars were also damaged and riddled with bullets. Many employees in the regional offices in Melitopol, Kherson, Mariupol, Chernihiv, and in suburbs of Kyiv such as Bucha and Irpin lost their homes as a result of massive military operations or occupation. Dozens of our employees joined the Ukrainian armed forces to defend civilians and fight against aggressors. Many others became volunteers, involved in blood donation, medical care for the wounded, cooking, and serving the troops. And still, we had to continue our work and protect our staff at the same time. We also helped each other by sharing our goods, medication, homes, cars, warmth, and support. Some pathologists stayed at the workplace for several days moving between pathology stations, microscopes and shelters, and sleeping on the floor but continuing to work.Our main challenge was the regular terroristic attacks on healthcare facilities situated far away from the front line, which in fact, violated international humanitarian law regarding respect for human rights during armed conflicts. During the first weeks of the war, the magnitude of military aggression, massive bombing, and air attacks undermined the healthcare system and endangered laboratory staff and patients. We prioritized protective measures. Some of our laboratory staff and facilities were evacuated from Kyiv to Lviv in western Ukraine. The partial relocation of our laboratory to Lviv was also driven by the displacement of several million Ukrainians to the western part of the country.We were able to arrange relatively safe accommodations for our laboratory employees and their families in Lviv. Introduction. The development of online marketing in social networks creates unique opportunities for personal selling. Especially these opportunities are manifested in online education when they buy a brand of an expert with experience in a particular field. That is why a competitive space is being formed in the Instagram social network, where a personal brand acts as a product or service. -/- Materials and methods. Studying the effectiveness of promoting a personal brand in social networks based on the Instagram platform (...) was chosen to have great visual opportunities for self-presentation. As part of the collection of empirical material, two methods were used: a survey (N-200) and content analysis of three blogger accounts with high rates of activity and popularity. -/- Results and discussion. Content analysis of bloggers showed that an algorithmic feed on a social network allows bloggers to control the content. To help them, Instagram provides statistical data on user reach, thereby capturing trends in the movement of the blogger’s audience. The main task of a blogger is to combine real and “virtual” images so as not to lose consumer confidence. A survey of social network users confirmed the importance of a personal brand for them. The survey also made it possible to identify the most popular audience requests that they expect from bloggers and their accounts: valuable reviews and recommendations, case studies and author’s solutions, storytelling, blogger’s reflections and motivating messages, live broadcasts, and stories are important. -/- Conclusions. The results obtained underline followers’ high level of interest in the bloggers’ personal brand on Instagram. The study results show that the most significant number of those involved (those who give feedback and are constantly involved in interaction with the account) is where the formation of a personal brand is built to a greater extent on the emotional level of perception of the individual. When we turn to N.S. Gavrilova, our attention is attracted by the fact that all the topics in which she carried out scientific research, had a sign of "modernity". This is the first topic of his dissertation research - "Religious consciousness of contemporary students in the context of ideological pluralism " and a scientific monograph. Of course, the choice of the subject of the candidate research largely and for a long time determines any scientific research and reflection of the researcher, (...) who seems to fall into the enchanted circle of specific subject-methodological attraction. This book is a philosophical essay on the sun. It draws on Georges Bataille’s theories of the general economy and the violence of the nonhuman and demonstrates their relevance to a world affected by the COVID-19 pandemic and climate change. Since Antiquity, the sun has played an essential role in our utopian imaginations – either as the ultimate source of energy, or as the symbol of the state sovereignty. The attitude towards the sun has shifted historically, from praising it as (...) a supreme god to exploiting it as the most powerful fuel. In capitalism, both economic growth and green sustainable developments imply infinite expansion and colonization, with disastrous consequences on the cosmic scale. According to Bataille, an alternative is suggested by the sun itself, which gives without reciprocation. Timofeeva argues that this alternative can be taken as the model for human societies, and she locates the grounds for solar politics in solidarity with nature, treated neither as a master nor as a slave, but rather as a comrade. The book will be appeal to students, academics, artists and other readers interested in the philosophy of nature, ecology, social and political theory, postcolonial and decolonial studies, and the humanities generally. The research is aimed at outlining aspects of the influence of the achievements of the culture of the third information revolution on the formation of the young generation in the philosophical discourse of the French philosopher M. Serres, revealing the features of the achievements of the third information revolution of modern culture, in particular in the spatial, temporal and, in fact, human dimensions, their influence on the formation of personality of the “hopthumb”. The theoretical basis of the study is based (...) on culturological and anthropological aspects of the influence of information and computer technology on the formation of personality, human self-awareness in the modern world. The methodology of M. Serres is used in the work. The scientific novelty of the proposed article is the analysis of the philosophical and pedagogical achievements of the French philosopher M. Serres, in particular, argued the presence in the scientific heritage of a famous contemporary doctrine of special characteristics and features of the modern young man, which the author calls " hopthumb" against the background of the formation of a new space of culture. In addition, the study of the theoretical constants of M. Serres made it possible to outline the signs of the third information revolution, to generalize and actualize the philosophical reflection on the self-identification of the individual in the new conditions. Based on the analysis of the work of the modern philosopher, the connection between the rapid achievements of the information revolution and the culture of younger generations was revealed and understood. The current article discusses the distinction between affective valence—the degree to which an affective response represents pleasure or displeasure—and semantic valence, the degree to which an object or event is considered positive or negative. To date, measures that reflect positivity and negativity are usually placed under the same conceptual umbrella, with minimal distinction between the modes of valence they reflect. Recent work suggests that what might seem to reflect a monolithic structure of valence has at least two different, confounding underlying (...) sources, affective and semantic, that are fundamentally distinct, dissociable, and that obey different, recognizable rules. The current work discusses this distinction and provides implications for affective science from both the theoretical and the empirical perspective. (shrink)

In the Theaetetus Socrates provides an elaboration and discussion of Protagoras’ measure doctrine, grounding it in a “secret doctrine” of flux. This paper argues that the anthropology of the myth in the Protagoras provides an earlier, very different way to explain the measure doctrine, focusing on its application to civic values, such as “just,” “fine,” and “pious.” The paper shows that Protagoras’ explanation of the dual etiology of virtue – that it is acquired both by nature and by nurture – (...) tracks the two meanings of “anthropos” in his formulation of the measure doctrine, as “humankind” and “individual human.” On Protagoras’ account, humankind’s survival can be explained by the fact that humans share shame and justice, which enables them to live together in cities. The task of this article is to clarify the appropriateness and adequacy of peace-making (confessional) rhetoric in the situation of the war of aggression of the Russian Federation against Ukraine, in particular, the meaningful correspondence of the concept of «peace» in its application or reading by the bearers of different worldview paradigms. The «russkii mir» cannot be translated either as «Russian peace» or as «Russian world». This is because the scope and content of these concepts are different. Rus (Kyiv`s Rus) (...) — a thousand-year-old princely state with its center in Kyiv, where the ancestors of modern Ukrainians lived, baptized by Prince Volodymyr in 988. Rus is not Russia. But Muscovy adopted the name Russia to derive its historiography from Rus. «Russkii mir» actually refutes the axiological principles laid down by ancient Rus’s civilization (freedom, dignity, partnership, co-creation, mutual responsibility). «Russkii mir» destroys peace in global or any local images, trying to grab the territory it decided to own. «Russkii mir» encroaches on world domination and therefore tries to impose its rules of the game on the world, which would reshape the world structure according to the wishes of the Russian dictators. For this, «russkii mir» uses any means and institutions as a tool: the army, weapons of mass destruction, atrocities, terror, lies, propaganda, the church and peace-making rhetoric. The goal is not to restore peace, but to establish the world domination of the Russian Empire in any of its variants (Muscovy, Russian Empire, Soviet Union, Russian Federation or Orthodox Civilization). Russian Orthodox Church plays a leading role in this — it uses religious rhetoric to formu- late a worldview model of the «russkii mir», consolidates the Russian population for a war of aggression, and justifies the atrocities of the Russian military with the sacred mission of restoring the Holy Rus’. Russian Orthodox Church justifies the «civilizing mission» of the Russian troops, actually calls to protect «our Common Russian Fatherland» by killing Ukrainians on the territo- ry of Ukraine. False messianism, manichaeism, paternalism, hatred of the civilized world that lives by democratic standards and respects the dignity and freedom of the individual, Russian arrogance, conceit, supremacy and egomania — this is what Russian Orthodoxy promotes with its religious rhetoric. Therefore, if we hear calls for «peace» from the bearer of the «russkii mir»’s worldview, it actually means a demand to come to terms with all their whims, to give up one’s own identity, one’s own world, one’s own life, if they do not fit into the concept of «russkii mir». The formation of public opinion in different countries of the world is important for the formation of global media discourse, since ambiguous opinions are produced in the Asian media, it is worth investigating and studying the linguistic nature of journalistic methods of influencing the audience and the peculiarities of communication with readers. The study aimed to decipher the explicit and implicit linguistic techniques employed to construct political narratives in the media domains of China and Japan, while also examining existing research (...) in the realm of media language. The methodological basis of the work is analytical-synthetic, comparative, contextual and lexical-semantic analysis, which were used in a complex. In this study, the peculiarities of the media discourse of China and Japan were determined based on the analysis of the objectivity of the depiction of events related to the war in Ukraine, and an idea was formed about the characteristics of the narratives that were laid at the level of explicit and implicit meanings, decoded using the study of linguistic means. Attention is focused on the contrast between the Chinese and Japanese positions regarding the war in Ukraine in the media discourse and the peculiarities of information coverage (neutrality or stylistic marking, the choice of lexical-semantic means, the level of artistic imagery). A contextual analysis of Chinese and Japanese online newspapers, which form the modern Asian media field, was carried out, which journalistic techniques are used and which linguistic means are used to achieve the basic communicative goal. This research can be used for further linguistic investigations regarding the formation of political narratives in different regions and countries of the world, in particular regarding the war in Ukraine, conducting a comparative analysis of the rhetoric of public opinion leaders and their influence on the general media discourse. The article considers the issue of chnging the main anthropic characteristics of a human under the influence of the rapid development of the latest technologies. Such changes cause the need to revise the usual interpretation of the concept of ‘human’, which is gradually being substituted by the currently popular concepts of ‘trans-’ and ‘post-human’. These concepts are favourably perceived by the techno-optimists, who believe that the latest technologies will allow us to create people who will be physically, intellectually and spiritually (...) superior to the people of today, although they admit that this may lead to greater social inequality. The article states that the post-human potential is too ambiguous to clearly outline it. On the one hand, it opens up unprecedented possibilities, which can be considered the highest manifestation of human freedom, i.e. the ability to model a person according to one’s vision. On the other – there is a real threat to human existence itself, namely, the danger of technological capture of the potential for human improvement. Therefore, the task of the article is to outline the possible prospects for the formation and improvement of modern human identity under the conditions of its combination with the other, non-human species and the latest technologies. This is possible under the condition of acceptance of new possibilities for the post-human as the liberating force that overcomes the negativity and limitations of human nature. Hetmans’ donations to the Orthodox Church were characteristic of the religious and political culture of the Cossack state already in the era of its emergence in the mid-17th century. In addition to other gifts, hetmans confirmed or provided Orthodox monasteries with land ownership, which was at the center of identity, power, and social prestige. It is clear that certain concrete motives, expectations, and models of behavior stood behind the hetmans’ donations of land. This article suggests considering hetmans’ donations of land (...) to the Orthodox Church as an element of symbolic communication, in which the giver and the recipient interacted, built symbolic communicative ties, and produced centers of communication. The focus is on “communication through donations,” that is, relationships of giving. Religious motivations and the recognition of monasteries as powerful centers of prayer were determinative for the hetmans’ “communication through donations” to the monasteries. The hetmans’ giving land and other real estate to monasteries was based on “piety,” but it was done in the name of Christ-loving rulers. So, in such donations it is quite natural that state interests were prevalent, but also there were complex combinations of religious, social, and political motivations and expectations. These characteristics were evident both in a general sense and in each specific instance of gifting. (shrink)

Academic Studies of Religious is a strategic branch of the humanities, that the practical consequences of theoretical achievements contribute to the establishment of mutual understanding in the multiconfessional and polyscriptive social context. Ukrainian academic scholars jf religious are at the same time scholars as theoreticians and citizens of modern Ukraine. Therefore, they often continue their professional scientific and cognitive activities in the (...) educational and public sector. It is ascertained that, as guided by the principle of scientific prudence and at the same time civic engagement, contemporary Ukrainian academic religious scholars influence social reality as a means of public activity. While staying with theoretical scholars, but at the same time being active citizens included in the epicenter of the reality of modern Ukraine, Ukrainian academic religious scholars seek not only to reason and express themselves, but also to act responsibly both before the scientific community and before the civil community in order to achieve positive practical consequences of their professional achievements. It is proposed to classify the social activities of academic religious scholars according to the criteria a) collective-individuality - UAR and individual action; b) target orientation - different target groups and levels from local to international; c) the sphere of social existence - education and action in different directions; d) qualitative characteristics: whether the use of professional knowledge in public activities or professional activities in favor of the community. Religious professional competence contributes to responsible public activity, creates conditions for positive influence on the development of inter-confessional relations in a multiconfessional modern Ukraine, the formation of a developed civil society in which religious actors are effective and influential actors, rather than "hostages of processes" or "factors for account". Therefore, Ukrainian academic religious scholars and their professional activities in its subject and educational orientation, and their social activities, based on their professional competence, are included in the contemporary social and civil processes involved in such. The article expands the concept of information and communication technologies and their benefits in primary school; given the rationale for conducting a lesson using ICT; the experience of e-learning in the primary school of the postmodern era is characterized. Thus, one of the priorities of the development of education in postmodern society is the professional application in all areas of information technology and e-learning, which can increase the interest of present students and improve the ability to adapt to current electronic information society. Introduction. During each historical period, the issue of health preservation acquires new essence characteristics which are determined by the transformations of social systems. Under the modern overconsumption society circumstances, put on the current socio-economic and political situation in Ukraine, the problem of internal nature and systemic inter-influences of such phenomenon as health preservation becomes extremely stressed and urgent. Purpose: to analyze the semantic features of the dialectical categories of essence and phenomenon in the context of the personal health-preserving activity of (...) the individual in today’s over-consumption society. Methods. Studying such phenomena as health and consumer society is interdisciplinary. Pluralism of approaches allows us to develop an effective theoretical and methodological basis in order to form alternative socio-philosophical views in the context of consumer risk reduction. The methodological basis of this article is a comparative approach which made it possible to match individual phenomena in health preservation in today’s consumption society. Results. Health preservation is often equated with caring for one’s physical and mental health, with healthy eating habits and sports. It is clear that for regular caregiving, the person must be motivated and characterized by willpower, self-discipline, and awareness of a healthy lifestyle. In other words, health preservation, as a process and as a phenomenon as a whole is extremely positive and beneficial in its essence. However, this positive characteristic of health preservation as a phenomenon would be real only if the person were not involved in other processes and phenomena that fundamentally change its positive nature. In the socio-cultural space of a consumer society, we have the opportunity to observe the distortion of the productive nature of health preservation, which is outlined not only by people’s desire to be healthy, and careful treatment of themselves but also by the artificially created motives and externally stimulated needs of their health-preserving activity. Conclusion. In a society of consumption, people’s health-preserving activity is in the space of increasing risks that are not being considered to be a threat because they are perceived as the satisfaction of needs and realization of desires. As a result, the substitution of concepts in the phenomenon of health preservation and distortion of its positive essence is taking place. (shrink)

The idea of a holistic, harmonious approach to the material and spiritual world of man united the philosophical worldview of K.E. Tsiolkovsky and V.I. Vernadsky, who viewed man and the surrounding world (...) in unity from an objective standpoint, and the mind was the source of man's conquest of the Universe. The approaches of K.E. Tsiolkovsky and V.I. Vernadsky have much in common and are characterized by the scale of views on man as a global and cosmic being. At the same time, two great cosmologists approached their conclusions from different research positions. Each of them has his own way of philosophical view of a person and the world around him. The article provides a comparative analysis of the teachings of K.E. Tsiolkovsky and V.I. Vernadsky, analyzes the general and different. The relevance of the topic is determined by the modern problems of the biosphere, which as a global system has already lost its stability under human influence. A more in-depth study of the philosophy of K.E. Tsiolkovsky and V.I. Vernadsky allows us to trace the relationship of their peculiar ideas with global approaches to the microcosm of man, understanding the transcendental and spiritual foundations of the philosophy of cosmism. У статті проаналізовано дослідження українськими вченими проблеми функціонування історичної пам’яті народу та міру розробленості цієї облеми на сучасному етапі розвитку історіографії. Метою публікації є аналіз основних досліджень функціонування історичної пам’яті в Україні після проголошення незалежності. Показано, що за роки незалежності України вченими здійснено перші кроки в осмисленні функціонування історичної пам’яті. Дана проблематика потребує більш розширеного та поглибленого вивчення у подальших дослідженнях.

Стаття є спробою розкрити основи сучасного розуміння суспільства і людини на прикладі праць таких сучасних соціологів-теоретиків, як П. Бергер, Т. Лукман і Н. Луман. Метою її є теоретичний аналіз поняття реальності в контексті феноменологічної і семіотичної теорій. Феноменологічний і семіотичний аналіз проблеми, в обґрунтуванні названих авторів, дають змогу створити сучасну картину суспільної реальності. Актуальність дослідження зумовлена сучасними змінами парадигми в бік трактування «об’єктивного» як текстуальності, конструктивності та полісемії значень. Ukrainian national pedagogy in its development was based on the organic combination of national and Christian ideals. Christian humanity was the norm of interpersonal, interethnic, and everyday social existence of our people. Modern Ukrainian society needs spiritual rehabilitation, which is obviously only possible in the interaction of four fundamental factors: state, church, education system and family. Today it is right to mention the outstanding Ukrainian educator G.Vaschenko, who insisted, first of all, on the implementation of the principle of educational education, (...) which should go under the slogan "service to God and the Motherland", and therefore it is necessary to ensure the unity of national and Christian ideals in the present being of the titular nation. The purpose of the article is to raise a question on reasons for the availability of Greek content in the work of the great Ukrainian thinker Hryhorii Skovoroda and on the functions of bi-/ multilingualism of his texts. The relevance of the study is based on the contradiction between the objective need to reveal the phenomenon of artistic bilingualism and the features of his polycode text caused by verbal and cogitative activity of his creative bilingual personality. The author of the (...) article concludes that the emergence of texts of bi-/polylingual personalities is preceded by a change in their worldview and the formation of a new culture and language space. Thus, the implementation of the linguistic and worldview approaches of Hryhorii Skovoroda is based on the old Ukrainian literary and written tradition of the late 16th–18th centuries, guarded within the walls of the Kyiv-Mohyla Academy. Exploring the artistic models of the writer’s world, the researcher focuses on the definition of intertextual connections, in particular on the fact of intertextuality. In the article the phenomenon of bilingualism is discussed contextually and correlates with the problem of intercultural contacts and influences. (shrink)

The global coronavirus pandemic has had an impact on the socio-economic development of the world. The article assesses the economic growth in the EAEU member States for 2020. Specific features of the development of the Union's economies are defined. Recommendations for increasing the rate of economic growth are formulated.

The paper reviews historical and regional studies publications of Volyn periodicals in the 19 th -20 th centuries, which covered the Ukrainian-Polish-Russian relations. Their key theme lines are indicated, specifically a socio-economic line which addressed social inequality problems, enslavement of Ukrainian peasants by Polish gentry at the time when some Ukrainian regions were a part of the Polish-Lithuanian Commonwealth; a religious line which covered consequences of Polonization, threats to Orthodoxy, feats and courage of its defenders; an ethnographic line which attempted (...) to describe the history of origin of nations and the specifics of their national self-identification. It is shown that all these lines of publications featured different ideological tendencies. Thus some articles from ‘Volynskiye Gubernskiye Vedomosti’, ‘Pochayevskiye Izvestiya’ and ‘Volynskiye Yeparkhialniye Vedomosti’ were analyzed, which allowed to trace propaganda of the Russian Empire in the spirit of Russian monarchism and chauvinism spreading via press. Those processes had a rather negative impact on social and interethnic moods of the Ukrainian-Polish-Russian relations in the imperialist context. By contrast with the above, journalists of the democratic newspaper ‘Vestnik Volyni’ advocated the Polish and Ukrainian self-identification. (shrink)

This article considers the ethical dimension of technological science (technoscience), namely, the problem of the applicability of the categories of ‘good’ and ‘evil’ to the functioning of new technologies. Aspects of evil brought about by the introduction of new technologies (i.e. lack/scarcity of resources, devaluation of human labour, ignorance of/inability to use technical tools, violations of the measure and harmony of life, etc.) are highlighted. Particular attention is paid to a new form of evil, namely artificial/technological evil. The article argues (...) that the emergence of such evils is associated with the growing scale of human intervention in the natural course of things and with recent advances in technology. Dangers related to the uncontrolled development of technological science along many axes of human existence are analysed. The authors conclude that overcoming artificial evil is possible via a transition from a man-made to an anthropogenic (intellectual and humanistic) form of civilisation in which the achievements of technoscience serve not the self-destruction of mankind but the discovery of essential human forces. While philosophers have always made distinctions between human beings and animals, Timofeeva imagines a world free of such walls and borders. Timofeeva shows the way towards the full acceptance of our animality; an acceptance which does not mean the return to our animal roots, or anything similar. The freedom generated by this acceptance operates through negativity; is an effect of the rejection of (...) the very core of metaphysical philosophy and Christian culture, traditionally opposed to our 'animal' nature and seemingly detached from it. Due to the threat of the spread of coronavirus, in order to organize and conduct classes, as well as to ensure the continuity of the educational process during the quarantine period, educational institutions are recommended to conduct classes in the mode of remote support of the educational process. Distance learning is a form of education using computer and telecommunication technologies that provide interactive interaction between teachers and students at different stages of training, as well as independent work with information network (...) materials. The article reveals the importance of using distance learning technologies at the present stage of development of information and communication technologies in the process of training future teachers. The place and role of distance learning technologies in the higher education system is determined. It is noted that with the development of the technical capabilities of the teaching methodology and technology, the means of the teacher's educational activity change. It became possible to use new organizational forms of the educational process, using information and communication technologies. To identify how digital media are being used by community-led initiatives of the Centro Region of Portugal, and to identify the requirements that a digital platform for mediation between agents in the territory should have, two focus groups were conducted, involving six small-sized community-led initiatives and six larger-sized community-led initiatives. This article details the results of these focus groups, according to the following main categories: use of existing communication and mediation tools; the purpose of use of digital tools; type of (...) experiences prompted by digital tools and attributes and features desired in a digital platform to support community-led initiatives. The results show differences between the use and needs of digital tools by small- and larger-sized initiatives and offer interesting insights to prototype an innovative digital solution, to enhance the actions of community-led initiatives. A reference framework for digital mediation strategies and a mobile app prototype were developed, based on these surveys. The article contributes with an analytical view about the development of digital solutions, which aim to strengthen the relationship among agents of local communities and promote mediation mechanisms among all stakeholders in territorial-based innovation. Костомарова встановлено розуміння ним сутності релігії, зіставлено ідеї дослідника з поглядами представників релігієзнавства й виявлено, що деякі з них передували ідеям, розвинутим релігієзнавчою думкою в майбутньому.

Defects of the stock market Ukraine is its low capitalization, liquidity, limited range of financial instruments. In this regard it more urgent study of current conditions, trends and characteristics of the stock market. The article is an analysis of the dynamics of (...) the stock market based on the calculation of integrated indicators in individual segments. Integrated indicators are used to obtain information about the state of the securities market as a whole or its individual segments, as well as the qualitative state of the infrastructure market. The integral index is a measure of activity in the securities market within national boundaries, which characterizes the state of domestic markets that exist in this country, or the share of which accounts for a significant portion of the securities market of the country. In the article the estimation of the dynamics and structure of registered volume of securities on the stock market of Ukraine, the number of issues, trading volumes on their stock exchange and OTC segment is given. Analysis is conducted by main financial instruments: stocks, state, municipal, corporate bonds, derivatives, securities, collective investment institutions. The methodical approach to the integrated assessment of the stock market Ukraine on the basis of calculation of integral index is grounded. The reasons of deteriorating it, reducing the share of trading quality financial instruments represented primarily government bonds Ukraine, which are traded on the stock exchange segment, and increase the proportion of shares and securities of joint investment institutions, many of which are not traded on the stock exchange and has low liquidity. Transportation companies which operate in risk conditions need the organization and management of the system of economic security. Ensuring adequate economic security in activities of transportation companies is one of the main management tasks because the efficiency of operation of the business depends on it. Development and implementation of a system of evaluation the level of economic security of the transportation companies, adequate to modern market conditions, enhances the efficiency of transportation companies. Based on analysis of the literature, there are (...) a number of approaches to the assessment of the economic security on the enterprise, in particular, resource, task, complex and so on. Methodological approach to the evaluation of the economic security of the transportation companies on the sources of threats is proposed. The sources and causes of threats, risks and effects of realized risk indicators for the economic security of the transportation companies are identified according to the proposed methodological approach to the evaluation of the economic security. Assessment indicators may vary depending on the realized risk. A flexible system of indicators that includes absolute and relative figures are formed for making management decisions on the basis of the proposed evaluation of the economic security of the transportation companies indicators. Absolute figures are estimated in the dynamics and are analyzed on the structure. Relative figures are formed as the ratio of the corresponding absolute index to the value either volume of traffic, or the number of rolling stock, or the number of employees, or the cost of resources and so on. Threats significantly affect the level of economic security, create the need for efficient internal threats management, and mechanisms of adaptation to external threats in the system of economic safety of the transportation companies. This allows the transportation companies to ensure effective management decisions to minimize or avoid the impact of threats on the activities of transportation companies, and thus to achieve a high level of economic security. The article deals with the study of specific aspects of daily life of management and ordinary workers of the Ukrainian police at the mid 1920's based on the much-discussed in the press "Kievcase". This case was about systematic bribery in Ukrainian police (in modern language - about corruption). In this way we have detected the conditions, causes and mechanisms of the corruption that matter for the modern study of this phenomenon.

У статті розглянуті особливості злочинного світу часів хрущовської "відлиги", зосереджено увагу на злочинах, що активізувалися в зазначений час. Виявлені суб'єктивні та об'єктивні чинники, що впливали на показники криміналізації та судимості населення радянської країни. Показано взаємозв'язок між державно-політичними заходами та змінами в кримінальній статистиці. Виявлено, що два піки злочинності - у 1957-58 рр. і 1961 р. відповідають різним етапам у каральній політиці держави і характеризують спочатку лібералізацію сталінської каральної системи, потім - повернення до жорстких методів.

State policy in the field of law enforcement during the Khrushchev's period wasn't a stabile. The first wave of changes was associated with the abolition of some legislative acts of the Stalinist period, a significant softening of punitive line, narrowing of the scope of capital punishment, empowerment convicted people etc. On the one hand, these steps are partially rehabilitating the Soviet law enforcement. On the other hand, government actions were unreasoned and populist, designed for quick political effect. The next wave (...) of change was due to the spread of the idea of the gradual withering away of the state in terms of building a communist society. As a consequence of this ideology was the reduction of employees in the field of law enforcement and attracting a variety of civic organizations, labor groups and citizens to fulfill a variety of law enforcement functions (voluntary civil police, civil judges, civil assistant investigator, civilian prosecutors, civil lawyers, etc.). And finally, the soviet leadership made steps in the field of law enforcement toward stricter penalties for serious crimes, as well as expanding the scope of the death penalty. The country's leadership was actively intervened in the work of law enforcement. Communist Party took control the law enforcement agencies due to the appointment to senior positions along party lines and managing work of party members through the party cell. One of the major controversies of the time was mixing the steps to improve of law enforcement sphere (increased attention to the frames, structural changes, strengthening analytical work in the study of crime statistics), with a desire to demonstrate the advantages of the socialist way of life (which was manifested in the silencing of certain criminal manifestations, artificially lowering their significance by reducing the liability on them, outright ignoring problems and their causes, etc.). Contradictions were observed in the conduct of state punitive line too. On the one hand, it was a significant step up from the Stalinist penal system by expanding the rights of prisoners, procedural rules, which led to a softening of the repressive pressure on the population. On the other hand, the state retained its attitude to dissent; applying the new forms social exclusion of dissidents, for example, applying to them the impact of psychiatric measures. These moments hampered consolidation of the new format of normative behavior in the minds of ordinary citizens, and gave rise to "double standards", the imbalance between what is declared and what actually happened. У статті на основі аналізу фрагментів з листів червоноармійців, зроблених співробітниками Державного політичного управління (ДПУ) в рамках практики перлюстрації, реконструйовані окремі аспекти сприйняття червоноармійцями навколишньої дійсності, політики та ідеології нової влади, свого місця в новому суспільстві і його соціальній структурі. Зокрема простежуються результати активної антирелігійної кампанії, прагнення більшовиків у процесі ідеологічного впливу на червоноармійців зв'язати в їх свідомості релігію з пригніченням, владою буржуазних класів. Зафіксована і зворотна реакція самих червоноармійців: від високого рівня засвоєння ідеологем, до сумнівів і неприйняття їх.

The article describes the features of the relationship between Soviet power and engineering specialists, who was working in senior positions in factories and mines of theDonbasin the early 1920's. Interaction between professionals and the new government in that time was inconsistent and compromised. On the one hand, technical specialist received significant preferences and opportunities, regardless of their relationship to the Soviet authorities. This decision was based on the rational considerations about the impossibility of restoring the destroyed industry ofDonbasonly by party (...) instructions, without relying on a professional understanding of the fundamental aspects of the industry. On the other hand, the local party members, their leaders and the working class began pressure on the specialist, because they not understood the rationalist motivation of power and evaluated this policy as a betrayal of conquests of the revolution. The article presents a previously unknown secret document, which demonstrates that in the early 1920's the Soviet authorities in their policy in theDonbasmade a bid for the segmentation of the group of engineering specialists. "Sovietization" of professionals should be the result of internal contradictions and competition in mid group. In the same document founded the practice of detailed surveillance specialists. Later this information about specialists was used as the base for charges during the "spetseedovskie" processes at the late 1920's -1930's. (shrink)

An accelerating rate of systemic, structural and institutional convergences leads to the transformation of world educational space. A comparative study makes possible to analyse at a systems level both philosophy of education as systematic scientific knowledge and education as a system. Philosophy attempts not only to comprehend the existing system and to formulate values for the educational system of the future, but also to generalize and compare existing experience. But “experience” has different meanings. First, it indicates the concrete, urgent experience (...) of reality and contains the components of sensory receptions and sensations, their spiritualizing senses, an entire conceptual complex, and also accumulated habits, skills, and knowledge. From the other side, it is understood as a component of social-historical existence, including the storage, creation and transfer of cultural senses, objectified in the standards and values, in lingual and objective forms; this means that an educational experience is the axiological basis of education, its value-purposeful characteristics. Philosophy of education is an independent specific field of knowledge adequately reflecting conceptual, theoretic-methodological and practical trends of education. It has global, national and local level of its reflection. Comparative investigation in philosophy of education is a comparison of such levels and explanation of their interaction. Themain methodological question is the extent to which it is expedient to use the achievements of foreign experience in educational theory and practice in another country. Comparative study makes it possible to pass from descriptions to the answer to more fundamental questions: to explanation and development of reasons. (shrink)

The specificity of the process of professional training and formation of future teachers of fine arts is due to the direction of art and pedagogical education, the peculiarities of communication with art, approaches to the use of its educational potential. Therefore, in determination of the principles of professional development of teachers of fine arts, the problem of theoretical and methodological understanding of the nature and content of decorative and applied arts in the preparation and professional development is actualized. On the (...) one hand, this applies to how the artistic and aesthetic consciousness of the future teacher will be formed, and on the other - on what basis this teacher will educate his or her students. In accordance with the theoretical aspect of the formation of artistic and pedagogical competence of future teachers of fine arts in the process of studying of decorative and applied arts, a research was conducted. It made it possible to analyze the content, forms, methods and conditions of formation of artistic and pedagogical competence of future artists-teachers. Diagnostic research tools have been developed, which make it possible to identify the level of formation of the main structural components of artistic and pedagogical competence of future teachers of fine arts. The research showed an insufficient level of formation of artistic and pedagogical competence of future teachers of fine arts, which is characterized by a lack of thoroughness and systemness of knowledge in decorative and applied arts, by insufficient development of the emotional and sensual sphere of students and reproductive readiness for professional and creative activities.
